Human Resources Director
Erika Philpot serves as the Coconino County Human Resources Director. Ms. Philpot’s background includes diverse work in the Human Resources field in the public, private, and non-profit sectors. Ms. Philpot writes and is published regularly on Human Resources matters for the National Association of Counties and other news sources.
She obtained her Master of Business Administration from Arizona State University and holds a Professional in Human Resources Certification (PHR). Ms. Philpot is a member of the Society for Human Resources Management (SHRM) and is a SHRM Certified Professional (SHRM-CP). She and her family reside in Flagstaff, Arizona and are avid outdoors enthusiasts who enjoy the natural environment in Arizona.

Tim Rahschulte, PhD is the chief executive officer at The Professional Development Academy and chief architect of the NACo High Performance Leadership Program. Dr. Rahschulte has over twenty years of professional management experience and started his career in corporate finance for a multibillion-dollar company. Most recently before his CEO role at the Academy, he served as a principal executive for 14 years in state government; serving as chief learning officer in Oregon government until 2014.
